Once you complete the step 7 you get a new button Confirm Placement Option Click on the confirm placement button, then the system will confirm the shipment in the seller central and create two pickings in the odoo (IN and OUT) in the respective shipments for corresponding products.

After that, you can verify that the shipment now has a Shipment ID set in the inbound shipment.
