The seller needs to register their VAT numbers for each country using this screen.

You can navigate to the below screen from Configuration ↣ Settings ↣ VAT Number Configuration.

Once you have registered the VAT number, fiscal position will be created automatically and country warehouse will be set accordingly based on your OSS program enrollment.
